Proof of vaccination against COVID-19 is becoming an increasing entry requirement for businesses, events, and even travel destinations. As such, some countries have launched national “vaccine passports,” or digital vaccine certificates, in order to streamline the security process while traveling, and to provide reliable and consistent means of providing proof of vaccination when required. In the US, the decision to create a digital vaccine system is left up to individual states. Because of this, the options available in each state often vary widely—from vaccine access via mobile apps that contain scannable QR codes, to online portals where individuals can access and download their vaccine records, to mail-in requests for hard-copies of vaccine records, to a ban on the issuance and use of vaccine passports. In some instances, access to vaccine records has changed due to recent state legislation. For example, Iowa previously offered a public access portal for accessing vaccine records, but discontinued its use in response to a May law “prohibiting the mandatory disclosure of whether a person has received a vaccination for COVlD-19.”
For travelers and others that would like the option of a vaccine passport, we’ve put together a chart of where each state currently stands as of October 5, including relevant links to portals, press releases, legislation, etc. Following that, we’ve provided general options for digital vaccine records.

General Options for Digital Vaccination Records
- The Trusted Traveler Program, CLEAR, now offers the free option to create a digital vaccine card through their mobile app: “Search for your vaccine provider from our list and link your account by logging into your patient portal through the CLEAR app. You can also upload a photo of your CDC Vaccine Card.”
- The free Airside App “is a convenient and private solution to manage your verified digital identity. The application can be used to easily add, store, and share your passport, U.S. driver’s license, and COVID-19 Vaccination Record Card.”
- VaxYes is a free service that provides a digital vaccine passport to your phone, including a QR code. VaxYes utilizes state immunization records and “uses AES 256Bit encryption to make sure your personal information is secure in a HIPAA compliant environment.”
- SMART Health Cards can be utilized as free printed or digital vaccination records, including a QR code. They “may come from any organization that has your clinical information, such as a pharmacy, doctor’s office, or state registry,” including Carbon Health, CVS, Walgreens, and Walmart.
- An October 1 update to the software that powers iPhones allows users to “download and store verifiable health records, including COVID-19 vaccinations and test results, in the Health app.” Additionally, on October 1, United Airlines announced “an integration with Apple's Health app that allows customers to quickly confirm they've met the vaccination requirements needed for their travel plans.”
- Android users “can store a digital copy of your COVID vaccination and test information as a COVID Card.” Users can also scan their vaccine card through Google Drive.
